WASTE is an NGO based in the Hague, specialized in urban and peri-urban sanitation, solid waste and the sustainable financing of emerging markets in these sectors. WASTE has a solid base of 35 years of experience and has an extensive network in more than 11 low- and middle-income countries in Asia and Africa. WASTE manages a multi-million portfolio focusing on value chain improvements in waste and sanitation—setting up systems that supports local governments, small and medium sized businesses, financial institutions and community initiatives.


Programme assignment

Financial Inclusion Improves Sanitation & Health (FINISH) Mondial (FM) is a strategic partnership between WASTE, Amref Flying Doctors and Aqua for All, which addresses vital sanitation and waste management needs. It is currently being implemented in India, Bangladesh, Kenya, Uganda, Tanzania and Ethiopia. FM has an established track record in mobilising local resources to construct safe sanitation systems, enabling individual households to get loans from banks or microfinance institutions for the construction of safe sanitation systems. FM also supports mainly small sanitation and waste entrepreneurs to facilitate access to local finance.


Under FM, several financial innovations are being implemented (or are  being designed) which mobilise more (commercial) resources towards the sanitation and waste sectors in the 6 programme countries. On such innovation that the JO will work on is the first-of-its-kind, Sanitation Impact Bond. ACTIAM, in partnership with WASTE/FM, have together developed this Bond to increase liquidity to FM’s financial partners.


Junior Officer Innovative Finance


The Junior Officer will work directly with the FM CEO (supervisor) and WASTE CFO to support some of the financial innovations under the FM programme.


Tasks and responsibilities

  • Support successful completion of the pilot of the Sanitation Impact Bond with Indian MFI partner, CASHPOR Microcredit.
  • Support activities required for set up of the full-scale Sanitation Impact Bond.
  • Support drafting and/or reviewing (from legal and other perspectives) contracts between WASTE and its partners; following up the signing of these contracts.
  • Closely following whether partners comply with their obligations (together with WASTE’s CFO) and deliverables (together with FM’s CEO) after the contracts are signed.
  • Support the development of financial innovations; this includes amongst others collection of background information on financial partners, requesting additional information, formatting the same as per requirements of the partners involved in the financial innovations.
  • Support in verification of impacts (e.g. number of toilets constructed and number of toilets in use, etc.) through close liaison with the FM Monitoring & Evaluation working group.
  • Support in setting up a system for verification of and/or data made by partners on loan conversion to sanitation systems and sanitation usage, and monitor the same;
  • Support relationship management with ACTIAM (Investment Fund Manager).
  • Draft documentation materials (formats and media to be agreed upon in consultation with WASTE/FM Communications) on FM financial innovations that are supported by the incumbent.
  • Any other task as may be mutually agreed with the supervisor.



  • Professional qualifications at a relevant Masters level, preferably with a legal background
  • Good analytical skills
  • Affinity with business and private sector development
  • Affinity with urban sanitation (and solid waste) management or financial innovations is an advantage, but not a requirement
  • Professional level speaking, reading and writing skills in English. Speaking and reading ability in Dutch is an advantage
  • EU, Dutch work permit

Salary indication between €35,420-€43,014 gross per annum on full-time basis (36 hours per week), including holiday allowance and end of year bonus).



  • Starting date 1 March, 2021
  • Contract until 31 December 2021, with possibility of extension
