WASTE, with funding from the IKEA Foundation, together with its Indian implementing partners Trust of People and AspireLabs is implementing a three-year programme – Financial Inclusion and Improved Livelihoods Out Of Plastics (FINILOOP). FINILOOP is a city-level solid waste management model targeting plastic waste-free cities in India. The FINILOOP programme aims to combat plastic waste pollution through improved solid waste management while improving the livelihoods of informal waste workers in the plastic waste value chain at the same time.
The FINILOOP programme is active in three cities in India (2022-25), including the city of Udaipur. One of the key objectives of the programme is to increase the quantity of plastic waste recovered from the (municipal) waste stream, safeguarding its quality, and contributing to the quantity of different grades and types of plastic processed by the (plastic) recycling industry. Two of the work packages of the programme focus on strengthening the (plastic) waste collection system and (plastic) value chain. The outcome of this assignment should enable the FINILOOP programme to implement key activities that will result in achieving these objectives.
Within the FINILOOP programme, improvement of the current sorting activities and its supporting facilities will form the core of the interventions to improve the plastic waste value chain. This will include the upgrading of the current Material Recovery Facilities (MRF) and/or support the establishment of a new inclusive MRF.

The objective of this assignment is to conduct an assessment study to evaluate present activities regarding collecting, processing and marketing of (plastic waste) recyclables in Udaipur, Rajasthan, India and develop recommendations for upgrading this system, and specifically the role of the MRFs within the system.
